Turkish Offshore Racing Club, established 1971,has been the leader in Turkey for yacht racing handicap systems and ,since 1996 is carrying responsibility as the “Rule Authority” in Turkey for the IRC Rule, coauthored by RORC and UNCL in their joint capacity as ‘’Rating Authority’’.

In this context, TORC fulfills a coordination role between boat owners – who in written form submit measurement declarations to TORC and undertake to maintain such when racing – and UNCL, providing clarifications as required, administering fees, issuing rating certificates as compiled by UNCL and maintaining such certificates accessible to interested parties in accordance with the IRC Rule. TORC also regularly organizes measurement seminars for development of IRC measurers for furtherance of the IRC Rule and is responsible for causing measurements be made in accordance with rule for boat owners who elect to apply for Endorsed Certificates.

Those services are provided by TORC on a not for profit basis to address the needs of the Turkish Yacht Racing Community.
